Dear Neighbor,
Update for Tuesday, May 29th, City Council meeting. The City
Council heard dozens of residents (especially our senior citizens) and
business owners comments stating the hardship which would be created by
the proposed water rate increase of 64% the first year with a 5%
increase annually thereafter for ten years. The majority of the
comments were concentrated on the severe 64% increase the first year
due to the difficulty in adjusting to the high increase. Other
comments mentioned the 5% increase for the lengthy time of ten
years. The City Council decided to continue the decision till
Tuesday, June 12th and appointed an ad hoc committee to review the
report.
The ad hoc committee was composed of the Chair from our Neighborhood
Association, Chair of the Chamber of Commerce, a business owner and an
apartment owner. The committee met twice within the two week
period. A detailed explanation of the report prepared by the
independent consultant, Black & Veatch, described the schedule and
costs for repair of water infrastructure to ensure public health and
fire protection and pay the current debt. The committee worked
with the consultant and city staff to explore ideas for how to spread
out the rate increases more evenly over five years and meet the
financial goals. The rates considered are:
40% first year
20% second year
10% third year
9% fourth year
5% fifth year
