The resident sponsored ballot initiative to permit the voters to decide whether fireworks should be sold in Garden Grove was cancelled.  The Orange County Grand Jury has written an extensive report which recommends a moratorium of firework sales for at least three consecutive years in the five cities which still permit fireworks, including Garden Grove. The report cites a flawed permit process and sales tax submittals, the need to increase the permit fees to offset the extra costs for public safety both police and fire as well as clean up costs. Currently, these costs are paid by taxpayers; the amount for Garden Grove last year was $100,000.00. The report also lists the campaign contributions paid to City Council Members and recommends the issue of legal fireworks sales be decided by the voters in each city.
